Procedure for dealing Private siding proposals
The private siding proposals are processed as per liberalized siding policy. (Railway Board letter No. 99/TC(FM)/26/1 dated 31.03.2005) and subsequent correction/modifications made by Railway Board in the same. The main steps are as under.
I. Application for RTC: (Railway Board Letter No.2001/TT(I) RTC /Review/14 dated 09.12.2004 & dated 20.06.2008 )
(i) Application to be made by the party to Zonal railway (CTPM) for issue of RTC in the prescribed proforma alongwith a non-refundable deposit of Rs. 15,000/-. RTC is not required if the party is in possession of linkage issued by the Ministry or is a Container operator approved by the Ministry of Railways or the proposal is for development of port connectivity.
(ii) Planning branch will examine the proposal on the basis of Pre-feasibility report and concept sketch. The proposal is examined in view of operational feasibility, traffic offered and Impact of the project on railways plans for future development and other future projects in the area.
(iii) If the proposed movement is within the zonal railway then RTC is issued by the concerned railway or remarks on the feasibility of the project covering above-mentioned aspects are to be offered to railway board for issue of RTC.
(iv) RTC is issued by railway board to the party endorsing a copy to the concerned railway.
II. Application for grant of “In Principle” approval:
(i) Application to be made by the party to CTPM for “In-Principle” approval alongwith feasibility report including sketch as per the conditions mentioned in RTC.
(ii) Issues to be examined while granting “In-Principle” approval:
(a) Availability of linkage / RTC / Ministry’s approval of being a container train operator / port connectivity development.
(b) Proposed take-off being from the existing block station or mid-section and its implications on yard remodelling, line capacity and railways future development plans.
(c) Layout of the siding / station yard as per projected traffic, direction of movement and other operational requirements.
(d) Requirement of traction and proposed system of working.
(iii) “In-Principle” approval to be issued by CTPM endorsing a copy to the concerned division.
III. Submission of ESP & DPR to division for divisional approval:
(i) Party to submit 7 copies of ESP & DPR along with 1 % codal charges to Sr. DOM of concerned divn.
(ii) Circulation by Sr. DOM to all branch officers for approval / observations.
(iii) Issues to be examined by division while conveying approval:
(a) Actual site feasibility.
(b) Confirmation of drawing as per the legend.
(c) Clear verification / demarcation of railway and private land boundary.
(d) Indication of gradients / track centres / type of cross-overs / km. posts
(e) Yard / siding layout ensuring required CSR of each line, operational flexibility, required isolations, and provision of weigh bridge.
(f) Compliance of observations of all departments before approval.
(g) Approval of all branch officers and DRM as under on ESP :
Sr. DOM, Sr. DEE (G), Sr. DEE (TRD), Sr. DME, Sr. DEN, Sr. DSTE, Sr. DCM
(h) Approval of siding owner.
(i) ESP not to be in more than 2 sheets.
IV. Submission of ESP & DPR to Headquarters for approval:
(i) Submission of 7 copies of ESP & DPR duly approved and vetted by Division to CTPM.
(ii) Verification of approval of all divisional branch officers and party.
(iii) Circulation of copies to concerned PHODs/ HODs of Hqrs. Viz., CME, CEE, CSTE CCM, CE (Works) for observation / approval.
(iv) Compliance of observations of different departments by consultant.
(v) Scrutiny by operations branch as per operational requirement and broad features as mentioned in para III (iii) above and obtaining COM’s approval.
(vi) Submission of approval of all branches to CE(W) for examination and conveying final approval after remission of additional 1 % of codal charges for conveying final approval.
(vii) Conveying of final approval to the party.
V. Execution of work & commissioning of siding:
(i) Execution of work either by party through approved railway consultant or railways (as deposit work).
(ii) Inspection & Issue of completion certificate by division after collection of 2 % codal charges.
(iii) Signing of agreement by Commercial Branch in division and issue of ARN by Commercial Branch in Headquarters leading to commissioning of siding.
VI. OTHER APPROVALS.
After final approval of ESP and DPR party will submit detailed estimate, bridge drawing, wiring diagram and interlocking plan which will be approved by respective departments in division and HQ.
